Twenty-one projects approved, and the official site reports sixteen
This is the register of projects admitted to Argentina's Large Investment Incentive Regime (RIGI), built by reading, one by one, the Official Gazette resolutions that approve them. Each row carries the amount committed in computable assets, the schedule the resolution sets, and the article 176 deadline. There is no official dataset: the Ministry of Economy's page publishes totals and a map, with nothing to download.

Who committed how much, and by when
Twenty-one Ministry of Economy resolutions approved a RIGI admission between January 2025 and July 2026. They add up to USD 29,485 M in computable assets across twenty rows: the twenty-first resolution declares the project's total investment but never separates out how much of it counts toward the regime.

The amount column is investment in computable assets, not the project's total investment. Five resolutions declare both separately, and the gap runs as high as USD 712 M.
Reconciliation
The official count froze on June 5
As of August 5, 2026, argentina.gob.ar/economia/rigi reports sixteen approved projects worth USD 29,892 M. The Official Gazette holds twenty-one worth USD 29,485 M.
The count gap has an exact date. Approvals published through June 5, 2026 number sixteen, precisely the figure on the official page; the remaining five were published later, between June 26 and July 31. That same pair of numbers, sixteen projects and USD 29,892 M, was already circulating in the press in early June.
The amount gap runs the other way: this register adds up less money across more projects. Two reasons, both deliberate. It leaves out the row that never declares computable assets, and it takes the regime's figure rather than the headline investment. Adding the declared totals where they exist would give USD 32,493 M.
What the figure measures
The regime's number is not the number in the announcement
RIGI does not count a project's total investment. It counts computable assets, a narrower definition with rules of its own. That subset is what the article 172 minimum, the 40% required in the first two years under article 173, and the article 176 deadline all run against. It is the figure that binds.
For VMOS the two are USD 514 M apart: resolution 302/2025 declares USD 3,000 M in total investment and USD 2,486 M in computable assets. The figure that reached the press was the second one, presented as though it were the first. For Vicuña the gap is USD 712 M, the widest in the register.
One resolution never separates them. Resolution 873/2026, approving San Matías Pipeline's dedicated gas pipeline, declares USD 1,300 M in total investment and opens the two-year window at USD 454 M and USD 501 M, without saying how much of the total counts. That row is left with a blank committed amount and does not feed the register's total, rather than being counted at its total investment, which would be counting something else.
Commitment and deadline
Three deadlines fall before the end of 2026
Every resolution fixes the date by which the project vehicle committed to having reached the minimum investment. It is the hardest commitment in the regime and the easiest to check against a calendar.
- October 31, 2026, Sidersa Acería, USD 286 M. The shortest deadline in the register.
- December 1, 2026, Minera del Altiplano, Phase 1B expansion, USD 251 M.
- December 31, 2026, TGS, expansion of section I of the Perito Moreno pipeline, USD 513 M. The resolution loads 77% of the capex into year one, the most front-loaded profile of the twenty-one.
At the other end, Southern Energy has until December 31, 2035 for its liquefaction plant, ten years beyond the register's median, and commits USD 459 M in the first two years against USD 2,825 M overall.
Taken together, the twenty-one schedules commit USD 18,549 M in each project's first two years, 63% of everything approved. That is well above the 40% article 173 requires, and the margin is the applicant's own: nobody forced them to front-load it.
No project in the register is shown as in breach. The missing piece is not the deadline, which is published, but the execution: there is no public progress reporting of invested capital by project vehicle. Until there is, the compliance column reads "no data".
The demand this opens
Twelve resolutions declare how much capex goes to local suppliers
Article 47(l) of the decree 749/2024 annex requires a supplier development plan and a commitment of at least 20% of the investment to local suppliers. Twelve of the twenty-one resolutions publish that percentage, and the range is wide: Galán declares 95.34% at Hombre Muerto Oeste, Terminal Timbúes 87%, and three projects sit exactly on the 20% floor.
Two resolutions give dollars instead of a percentage: Vicuña commits USD 2,009 M to local suppliers and the El Quemado solar farm USD 118 M. Seven publish neither.
Crossed with the schedule, that percentage says which year and which province the demand opens in. Catamarca holds five projects, San Juan four, and Río Negro, Salta, Buenos Aires and Neuquén three each.
Incentives invoked
What each project asked for, with no price attached
All twenty-one projects draw on the tax incentives of chapter IV and the foreign exchange incentives of chapter V. Beyond that baseline, eleven resolutions enable the article 190 import waiver, ten invoke the article 198 incentives, five enter as Long-Term Strategic Export Projects, and three are expansions of pre-existing projects that were never admitted to the regime.
This register publishes the inventory, not the forgone revenue. Estimating that would require the list of goods imported under article 190, which the resolutions mention but do not publish, and each vehicle's counterfactual tax position, which is not public. Putting a number on it anyway would be presenting an assumption as a measurement.
What did not go through
The only documented withdrawal surfaced by accident
The Official Gazette has not published a single rejection since the regime came into being. It does not publish withdrawals either: the Project Evaluation Committee recommends approval or rejection, and only approval ends in a published rule.
The one failed application this register can document appears inside the recitals of another. Resolution 1157/2026, which approves Posco's "Sal de Oro II", recounts that the same parent filed "Sal de Oro" on October 30, 2024 and withdrew it on November 17, 2025. It is known because the company came back; had it not, there would be no trace.
Against the twenty-five projects under evaluation the Ministry reports, the register cannot say how many applications were filed in total or how many fell away.

El área está en la zona limítrofe disputada entre Salta y Catamarca, sobre el Salar del Hombre Muerto, bajo el Acuerdo Marco de Facilitación y Fomento Minero firmado por ambas provincias en 2021. Reemplaza a una solicitud anterior de la misma casa matriz que fue desistida.

Presentada el 30 de octubre de 2024 y desistida por la propia solicitante el 17 de noviembre de 2025. No tiene resolución propia: el desistimiento consta en los considerandos de la resolución que aprueba "Sal de Oro II". El CUIT es el de la sucursal dedicada posterior, porque la resolución no publica el de la presentación original. Es el único caso documentado de una solicitud que no prosperó, y se conoce sólo porque la empresa volvió a presentarse.

Limits
What these data cannot establish
- They do not say whether anyone is complying. The register holds commitments and dates, not execution. There is no public reporting of capital actually invested per vehicle, so no row can be read as met or missed.
- They do not say what the regime costs. The incentives invoked are inventoried, not priced. Any forgone-revenue figure per project would be an assumption of my own.
- They do not cover what was turned down. Rejections go unpublished and withdrawals surface only when another resolution mentions them. The absence of rows in that state does not mean no application ever failed.
- They exclude the twenty-five projects under evaluation. The Ministry publishes the count and the aggregate amount, not the list. Circulating figures for projects under evaluation are company announcements, and they do not share a definition with the computable assets of a resolution.
- The total is not comparable to the official one without saying so. It sums computable assets across twenty of twenty-one approved rows, and excludes the projects' total investment.
- Placing a project in a province is not placing it on a mining title. Resolutions name salt flats, departments and pipeline routes, and only sometimes the concessions. Matching each vehicle to its registered title is still to be done, and the vehicle's name almost never matches the title holder's.
Terms
The terms in this register, in the order they appear
VPU, single-project vehicle
The company that joins the regime, with a corporate purpose limited to the project. It is almost never the familiar name: usually a dedicated branch created for the filing. Posco Argentina SAU SDE is the vehicle; Posco Argentina SAU is who decides.
Computable assets
The slice of investment the regime counts. It defines the article 172 minimum, the 40% two-year threshold and the article 176 deadline. It is the figure in this register.
Minimum-investment deadline, article 176
The date the applicant commits to for reaching the minimum investment in computable assets. The vehicle declares it and the resolution fixes it.
Article 190
Import waiver for the goods on the list the vehicle files, classified as capital goods or IT and telecom goods. Eleven resolutions enable it.
Long-Term Strategic Export Project
A category with its own investment threshold and foreign exchange benefits, meant for export projects on a long horizon. Five of the twenty-one came in this way.
RIGI Project Evaluation Committee
The body that recommends approving or rejecting each application. Its minutes are cited by number in the resolutions but never published.

Where each row comes from, and how it gets corrected
Every project cites the resolution that approved it, linked to its Official Gazette notice. The official aggregates come from the Ministry of Economy's page and are stored with the date they were read, because they change without notice. Law 27,742 created the regime and decree 749/2024 implemented it; both sit in the same Gazette.
The full dataset is at rigi-proyectos.json, under CC BY 4.0, with its schema. Anything this register estimates carries an est_ prefix and never shares a field with what the resolution says.
Corrections are applied to the row and logged in the correcciones array, with the date, what changed and who flagged it. Nothing is edited silently.
